Horizon Europe eligibility for SMEs

Last updated 2026-05-26

SMEs can participate in Horizon Europe when they are established in an eligible country and fit the call conditions. Most collaborative calls require a consortium, so the practical question is not only whether an SME can apply, but whether it has the right role in the right topic.

Can SMEs apply to Horizon Europe?

Yes. SMEs can apply to Horizon Europe either as coordinators or partners where the call allows it. Many calls welcome company participation because they need routes to deployment, market uptake, and impact.

Eligibility depends on the call text, the applicant's country, the consortium composition, and any specific restrictions in the work programme.

The consortium question

Many Horizon Europe calls require at least three independent legal entities from different eligible countries. A solo SME with no partner network should check whether an EIC route, Eurostars, or another SME-friendly programme fits better.

For collaborative calls, the SME role should be concrete: technology provider, pilot owner, data owner, end-user channel, exploitation lead, or commercialisation partner. Generic advisory roles rarely score well.

Funding-rate and topic checks

Funding rates vary by action type and applicant category. Before investing in a proposal, check the action type, reimbursement rate, eligible costs, deadline, expected outcomes, and scope language.

The most common false positive is a company that matches the broad theme but not the exact topic. Evaluators score the topic as written, so close reading matters.

Frequently asked questions

Can an SME coordinate a Horizon Europe project?

Yes, where the call allows it and the SME can credibly manage the consortium, budget, reporting, and technical work.

Do Horizon Europe calls always require three partners?

Many collaborative calls do, but not all Horizon Europe instruments use the same rule. Always check the call conditions and action type.

Is Horizon Europe better than the EIC Accelerator for SMEs?

It depends. Horizon Europe collaborative calls fit partner-based R&D and innovation projects. The EIC Accelerator fits a single SME with a breakthrough innovation and commercial scale-up plan.
